David Gbenro of Dublin Coffman High School(Ohio) ran a hand-timed 9.86 sec in a 100m relay last spring. Don't believe it? Here's the video to prove it.(9.86 sec sprint is toward the end of the video below) Notice how all 3 runners receive the baton at approximately the same time. They all take about 17 steps to reach the guy in blue warmup but let's just say David's 17 strides are a lot faster and longer.
